Highway Project Engineer 1/ Manager | Richmond, VA

A regional transportation engineering team is seeking an experienced Project Engineer to support and lead engineering design efforts using established civil engineering principles and practices. This role involves interpreting, organizing, executing, and coordinating assignments with limited supervision, and serving as a technical resource for less experienced engineers.


Essential Functions & Responsibilities

  • Plan, schedule, conduct, and coordinate detailed phases of engineering work for major components of a large project or for moderately scoped standalone projects.
  • Review and analyze survey reports, maps, drawings, blueprints, aerial photography, and other topographical/geologic data to support project planning.
  • Perform design computations and engineering calculations.
  • Develop designs in accordance with client specifications and applicable guidelines, using industry-standard software and tools.
    • Proficiency in MicroStation and OpenRoads 3D Modeling is required.
  • Prepare construction cost estimates.
  • Assist in preparing engineering documents for advertisement and construction.
  • Compile contract plans, specifications, and cost estimates.
  • Manage subconsultants and coordinate work with internal support disciplines.
  • Develop extra work order requests and task proposals for open‑end contracts.
  • Prepare proposals as needed.
  • Attend client meetings and participate in technical discussions.
  • Coordinate project progress with internal team members to ensure on‑time delivery and adherence to quality standards.

Nonessential Functions

  • Perform additional duties as assigned.

Required Skills

  • Proficiency in discipline-specific design software, including OpenRoads 3D Modeling and MicroStation.
  • Strong Microsoft Office competency.
  • Excellent written and verbal communication skills.

Required Experience

  • Bachelor's degree in civil engineering or a related engineering discipline from an ABET‑accredited program.
  • 5-10 years of experience in relevant roadway/highway or transportation engineering.

Preferred Qualifications

  • Professional Engineer (PE) license.
  • Experience collaborating with local, county, or state transportation agencies.
