Highway Project Manager | Beacon, NY

My client is seeking a Highway Project Manager with strong transportation engineering experience to join their Beacon, NY office. The ideal candidate will bring advanced technical expertise, initiative, and leadership to support a growing portfolio of complex, multi‑disciplinary infrastructure projects. This role requires a strong understanding of engineering design principles, project delivery processes, and client coordination, as well as the ability to mentor junior staff and contribute to continuous improvement across the team.


Essential Duties & Responsibilities

Project Leadership & Technical Execution

  • Leads and oversees the design and production of a wide range of transportation engineering projects, including roadway design, intersection improvements, pedestrian/ADA facilities, highway reconstruction, utility coordination, and multimodal transportation initiatives.
  • Independently prepares and reviews engineering analyses, calculations, design reports, feasibility studies, and technical memoranda with minimal supervision.
  • Develops innovative, constructible, and cost‑effective design solutions that address complex engineering challenges and meet agency standards.
  • Performs advanced geometric design, drainage design, traffic control layout, staging concepts, and other specialized technical components.
  • Ensures technical accuracy, code compliance, and adherence to quality standards across all project deliverables.

Project Planning & Delivery

  • Leads the preparation of comprehensive project plans, contract documents, specifications, and engineer's estimates for contractor bidding and construction.
  • Oversees the development of preliminary and final design submissions for review and approval by local, state, and federal agencies.
  • Coordinates and tracks permit applications, including environmental, utility, and jurisdictional approvals, ensuring timely and complete submissions.

Quality Assurance & Team Mentorship

  • Conducts detailed QC/QA reviews of design packages prepared by team members, ensuring consistency, accuracy, and compliance with project criteria.
  • Provides technical guidance, oversight, and mentoring to junior engineers and designers, supporting career development and knowledge growth.
  • Contributes to improving internal design standards, workflows, and best practices.

Construction Support & Field Operations

  • Provides engineering support during construction, including responding to RFIs, reviewing submittals, evaluating field conditions, and ensuring design intent is maintained.
  • Participates in site inspections, field investigations, and material testing activities as needed.
  • Attends project meetings, including construction progress meetings, client briefings, and internal coordination sessions.

Client & Stakeholder Engagement

  • Serves as a technical point of contact for clients, contractors, and agency representatives, maintaining a high level of professionalism and responsiveness.
  • Supports project managers with scope development, budgeting, scheduling, and overall project coordination.
  • Represents the firm at industry events, public meetings, and stakeholder workshops as needed.
  • Supports business development efforts, including proposal writing, technical scoping, and level‑of‑effort estimating.

Minimum Qualifications

  • Bachelor of Science in Civil Engineering or a closely related discipline (required).
  • 7+ years of progressive experience in transportation or civil infrastructure design.
  • Demonstrated experience working with contract documents, construction plans, and engineering specifications.
  • Proficiency performing intermediate to advanced design tasks, with the ability to work independently on complex assignments.
  • Strong organizational, verbal, and written communication skills, with the ability to convey technical concepts clearly.
  • Proven ability to collaborate effectively with multidisciplinary project teams.
  • Personal vehicle and valid driver's license for travel to project and field locations.

Preferred Qualifications

  • Direct experience with NYSDOT and/or Locally Administered Federal Aid (LAFA) projects.
  • Professional Engineering License in New York State
  • Proficiency with MicroStation, InRoads, OpenRoads, or equivalent transportation design software.
  • Familiarity with state and federal design standards, including AASHTO, MUTCD, FHWA, and local guidelines.
