Building Automation Engineer - OCONUS Projects

Location: OCONUS (International Assignments - rotational or long-term deployment)
Reports to: Engineering Manager / Program Manager
Employment Type: Full-time (Overseas Assignment)


Position Overview

The Building Automation Engineer (BAS Engineer) provides engineering, programming, and commissioning support for Building Automation Systems on OCONUS construction and sustainment projects. This role supports U.S. government, defense, or international facilities and ensures BAS solutions are designed, implemented, and commissioned in accordance with project requirements, cybersecurity standards, and local codes.

The ideal candidate is technically strong, adaptable, and capable of working independently in overseas environments while coordinating with global project teams.


Key Responsibilities

Engineering & Design

  • Develop BAS system designs, architectures, and control strategies for OCONUS facilities.
  • Interpret contract documents, specifications, and sequences of operation.
  • Generate control drawings, point lists, network layouts, and submittal packages.
  • Review and validate contractor and vendor technical submissions.

Programming & System Configuration

  • Program and configure BAS platforms (e.g., Niagara N4, Siemens, Johnson Controls, Schneider Electric, Distech, or equivalent).
  • Configure controllers, supervisory stations, graphics, alarms, schedules, and trends.
  • Implement and verify communication protocols including BACnet, Modbus, and IP-based networks.
  • Support system integration with mechanical, electrical, and life-safety systems (as permitted).

Construction & Field Support

  • Provide field engineering support during installation and system startup.
  • Support point-to-point checkout, functional testing, and system validation.
  • Troubleshoot complex software, hardware, and network-related issues.
  • Coordinate with construction teams, commissioning agents, and government representatives.

Commissioning & Acceptance

  • Support commissioning activities, including functional performance testing and deficiency resolution.
  • Assist with system turnover, training, and documentation for government or end-user acceptance.
  • Participate in final inspections and acceptance testing.

Cybersecurity & Compliance

  • Support compliance with applicable cybersecurity requirements (e.g., RMF, STIGs, network segmentation where applicable).
  • Ensure systems meet U.S. government and client security standards.
  • Document system architecture and configuration for compliance and accreditation.

Documentation & Reporting

  • Produce and maintain accurate as-built documentation.
  • Prepare commissioning reports, testing documentation, and operation manuals.
  • Provide regular project status updates to leadership.

Required Qualifications

  • Bachelor's degree in Engineering, Controls, Mechanical Engineering, or related field (or equivalent experience).
  • 5+ years of experience in Building Automation Systems engineering.
  • Strong knowledge of HVAC systems (AHUs, VAVs, RTUs, boilers, chillers).
  • Experience with BAS programming, system integration, and commissioning.
  • Ability to read and develop control drawings and sequences of operation.
  • Willingness and ability to work overseas in austere or remote environments.

Preferred Qualifications

  • Experience supporting OCONUS, DoD, embassy, or government construction projects.
  • Experience with Niagara N4 and/or vendor-specific platforms.
  • Familiarity with commissioning processes and third-party commissioning agents.
  • Understanding of cybersecurity or government compliance requirements.
  • Active or ability to obtain a U.S. security clearance (Secret or higher, if required).
  • Experience working with multinational teams and local contractors.
