Plant Facilities Manager (TS/SCI Required)

Overview:

This role leads operations and maintenance for a secure government facility, overseeing a multidisciplinary team and ensuring compliance with contract requirements. The position supports a high-visibility program involving construction, procurement, and central plant operations. The successful candidate will foster a collaborative work environment, drive performance, and maintain strong client relationships.


Key Responsibilities:

  • Lead and manage a team of approximately 80 personnel, including subcontractors, in executing facilities management tasks.
  • Serve as the primary on-site point of contact, maintaining continuous communication with program leadership and government clients.
  • Ensure health, safety, and environmental standards are upheld across all work phases.
  • Oversee maintenance, modifications, and outages in alignment with contractual obligations.
  • Coordinate maintenance planning and scheduling with plant and power operations.
  • Support program leadership in achieving safety, quality, cost, and productivity goals.
  • Direct daily operations and integrate deliverables across technical and support teams.
  • Assist in defining organizational structure and staffing needs.
  • Maintain strong client relationships to support program continuity and future opportunities.
  • Manage reporting, reviews, and project close-out documentation.
  • Collaborate with project controls to manage cost, schedule, and change control.
  • Ensure coordination across design, procurement, material management, and construction.
  • Maintain compliance with security and IT systems requirements.
  • Support invoicing and monitor accounts receivable to ensure healthy cash flow.
  • Provide regular updates to senior leadership on project status and risks.
  • Lead or support proposal development, including planning, estimating, and strategy.
  • Manage team performance and support professional development.
  • Travel as required to meet business needs.
  • Respond to emergency situations within a two-hour window outside of normal business hours.

Minimum Qualifications:

  • Bachelor's degree in a relevant field and 12 years of related experience, or 16 years of equivalent experience without a degree.
  • Strong communication skills across diverse stakeholder groups.
  • Technical knowledge relevant to facilities operations and project management.
  • Familiarity with applicable federal, state, and local regulations.
  • U.S. citizenship and ability to meet government deployment requirements.
  • Must be physically present on-site during business hours; remote work is not permitted.
  • Minimum of 7 years managing projects of similar size and complexity.

Preferred Qualifications:

  • Experience supporting U.S. Intelligence Community programs.
  • Active security clearance meeting customer access requirements.
  • Background in engineering; professional licensure preferred.
  • Experience managing Service Contract Act (SCA) personnel.
  • Spanish language proficiency.
  • Program management certification or equivalent experience.
  • Familiarity with process improvement methodologies.
  • Experience with SAP, Costpoint, and AutoCAD.
  • Knowledge of construction safety programs and jobsite operations.
  • Demonstrated success managing small to medium-sized projects or significant roles on large-scale programs.
  • Experience in planning and scheduling within power and plant operations.
