Senior Cultural Resources Program Manager

A growing environmental consulting team is seeking an experienced Senior Cultural Resources Program Manager to lead cultural resource efforts across the Southwestern United States. This role involves managing complex regulatory compliance, archaeological investigations, and multi‑agency coordination while supporting team development and business growth.


Key Responsibilities

  • Lead cultural resource strategy across all project phases, including siting/routing, impact assessments, and compliance under Section 106, NEPA, and CEQA.
  • Manage archaeological investigations, field surveys, cultural inventories, monitoring programs, and technical reporting.
  • Serve as the primary liaison for agency and tribal coordination and negotiate regulatory pathways.
  • Oversee project schedules, budgets, QA/QC, and multidisciplinary teams, including subconsultants.
  • Support business development, client relationships, and proposal development.
  • Mentor staff and contribute to team growth and talent development.

Qualifications

  • Master's or doctorate in Anthropology, Archaeology, or related field.
  • 10+ years of cultural resources experience, including environmental impact analysis and regulatory compliance.
  • Strong knowledge of NHPA, NEPA, CEQA, and relevant state/federal cultural resource laws.
  • Experience coordinating with federal, state, and tribal agencies.
  • Strong writing, communication, organization, and multitasking skills.
  • Ability to travel up to 25% for fieldwork and meetings.

Preferred Qualifications

  • Experience supporting energy, utility, transportation, and infrastructure projects.
  • RPA credential preferred.
  • Established relationships with regional agencies and tribal nations.
