Our client is a nationally recognised engineering and environmental consulting firm seeking a Stormwater Senior Leader to help drive the continued growth of its water resources practice in the Philadelphia or Raleigh region. This is a strategic leadership opportunity for a highly experienced stormwater and flood risk professional looking to combine technical excellence, project leadership, business development, and team mentorship.

The successful candidate will serve as a senior technical leader, overseeing complex hydrologic and hydraulic modelling projects while helping shape the future direction of the stormwater practice. This role offers the opportunity to work on high-profile flood risk, watershed, drainage, dam safety, and regulatory compliance projects that have a significant impact on communities and infrastructure.

Key Responsibilities

  • Lead and manage complex stormwater, watershed, flood risk, and drainage engineering projects from planning through delivery, ensuring technical excellence, regulatory compliance, and successful outcomes for clients.
  • Provide technical leadership for multidisciplinary teams, guiding project execution, maintaining quality standards, and ensuring projects are delivered on schedule and within scope.
  • Serve as a trusted advisor to clients, supporting business development efforts through client engagement, proposal preparation, technical scope development, and strategic growth initiatives.
  • Act as a subject matter expert in FEMA regulatory compliance, Risk MAP programme requirements, flood studies, and related regulatory processes, coordinating with local communities and government agencies to achieve successful project outcomes.
  • Lead advanced hydrologic analyses, including rainfall-runoff modelling, watershed assessments, discharge estimation, regression analyses, gage calibration, and climate resilience evaluations.
  • Oversee advanced hydraulic modelling efforts involving rivers, streams, stormwater networks, levees, alluvial fans, and other complex systems using 1D and 2D modelling approaches.
  • Perform and direct comprehensive quality assurance and quality control reviews of hydrologic and hydraulic models, ensuring consistency, defensibility, and technical accuracy.
  • Provide mentorship and training to engineers and technical staff, supporting professional development, onboarding, and the continual advancement of team capabilities.
  • Collaborate with GIS specialists and technical professionals to develop high-quality mapping products, floodplain analyses, and engineering deliverables.
  • Support dam breach studies, inflow design flood evaluations, stormwater permitting, erosion and sediment control planning, water withdrawal permitting, and broader water resources projects.
  • Drive innovation by developing improved methodologies, workflows, and technical standards that enhance efficiency, quality, and project delivery.

Qualifications

  • Bachelor's degree in Civil Engineering, Environmental Engineering, Environmental Science, Natural Sciences, or a related field.
  • 20+ years of progressive experience in water resources engineering with extensive expertise in stormwater management, hydrology, hydraulics, and flood risk analysis.
  • Demonstrated success leading large, technically complex projects and multidisciplinary engineering teams.
  • Strong client-facing experience with excellent communication, presentation, and stakeholder management skills.
  • Advanced expertise in hydrologic and hydraulic modelling, including watershed and drainage system analysis, model calibration and validation, regression analysis, gage analysis, and flood risk evaluations.
  • Extensive experience with industry-standard software including HEC-RAS, HEC-HMS, SWMM, TUFLOW, RiverFLO-2D, PeakFQ, and related modelling platforms.
  • Deep understanding of FEMA flood studies, DFIRM production, Risk MAP programmes, and associated regulatory requirements.
  • Experience working with GIS software such as ArcGIS and QGIS, including spatial analysis, data management, mapping, and reporting.
  • Knowledge of data collection methodologies, survey integration, risk and vulnerability assessments, benefit-cost analyses, and flood mitigation planning.
  • Preferred Qualifications
  • Master's degree in Civil Engineering, Environmental Engineering, Environmental Science, Natural Sciences, or a related discipline.
  • Professional Engineer (PE) licence or the ability to obtain licensure within six months.
  • Experience with dam safety evaluations, levee and floodwall certification, breach analyses, and related flood protection studies.
