Wet Utility Estimator

A well-established heavy civil construction contractor is seeking an experienced Wet Utility Estimator to join their team in Oakland, CA. This is an excellent opportunity for a detail-oriented professional with a strong background in underground utilities to play a key role in bidding and securing complex infrastructure projects across the region.

This role is fully onsite, and candidates must reside within commutable driving distance to Oakland, CA.

Key Responsibilities

• Prepare accurate and competitive cost estimates for wet utility projects, including:
  • Storm drain systems
  • Water distribution systems
  • Sanitary sewer systems
  • Large diameter water pipelines
• Perform quantity takeoffs from plans and specifications
• Analyze drawings, specifications, and contract documents to accurately scope projects
• Solicit and evaluate subcontractor and supplier bids
• Develop detailed cost breakdowns, including labor, equipment, and materials
• Collaborate with project managers, engineers, and field teams to ensure constructability and pricing accuracy
• Track and analyze historical cost data to improve estimating accuracy
• Participate in pre-bid meetings and site visits as needed

Qualifications

• Minimum 3+ years of experience successfully estimating wet utility construction projects
• Proven experience estimating:
  • Storm drain, water, and sewer systems
  • Large diameter water pipelines
• Strong understanding of heavy civil construction means and methods
• Ability to read and interpret civil plans, specifications, and geotechnical reports
• Proficiency with estimating software (e.g., HCSS HeavyBid, Bluebeam, or similar)
• Strong analytical, organizational, and communication skills
• Ability to manage multiple bids and deadlines simultaneously

Requirements

• Must live within commuting distance to Oakland, California
• Ability to work onsite full-time (this is not a remote or hybrid role)
• Valid driver's license and reliable transportation
