I am partnered with a confidential electrical contracting client to appoint a Vice President of Pre‑Construction who will lead and scale their electrical estimating and pre‑construction organization. This role will drive structure, discipline, and predictability into how the business pursues work-ensuring bids are strategic, competitive, and aligned with long-term backlog and profitability goals.


About the Role

The VP of Pre‑Construction will work closely with Business Development, Operations leadership, and Executive Leadership to enhance hit rates, standardize estimating procedures, and improve the transition from estimate to execution. This is a key strategic hire with direct influence on organizational growth.


Key Responsibilities

Lead & Scale Electrical Estimating

  • Redesign the structure and workflows of the electrical estimating division to support growth across commercial, industrial, and specialty markets.
  • Establish standards that ensure consistency, accuracy, and scalability.
  • Ensure estimates reflect accurate labor productivity, material pricing, and scope‑related risks.

Governance & Controls

  • Implement strong estimating governance, including labor/material cost databases, vendor quote tracking, and risk registers.
  • Create clarity and consistency in pricing assumptions and risk exposure.

Strategic Pursuits

  • Partner with Business Development to align pursuit strategy with backlog needs, target markets, and long-term goals.
  • Lead a disciplined bid/no‑bid process to focus resources where they matter most.
  • Provide executive oversight on strategic, negotiated, design‑assist, and alternative-delivery opportunities.

Performance, Metrics & Reporting

  • Improve estimating hit ratio, backlog quality, and team capacity.
  • Report to executive leadership on backlog mix, hit‑rate performance, and staffing needs.
  • Maintain scorecards tracking goals, milestones, and development for direct reports.

Team Leadership & Development

  • Lead training, mentorship, and career progression for the estimating team.
  • Build a high-performing group with clear accountability and leadership depth.
  • Develop future leaders within the pre‑construction function.

Alignment with Operations

  • Standardize the handoff to operations to ensure clarity on scope, labor assumptions, risks, and project startup.
  • Integrate field feedback into future estimates.

Ideal Background

Required

  • 5+ years in electrical contracting with strong experience in estimating and/or pre‑construction leadership.
  • Demonstrated success scaling an estimating function.
  • Deep knowledge of electrical labor, material procurement, productivity modeling, and risk management.
  • Experience working directly with executive leadership.

Preferred

  • Business Development or pursuit strategy experience.
  • Proven success improving hit ratios and backlog quality.
  • Experience with large commercial, industrial, mission-critical, or complex electrical projects.
