Role Overview
Reporting to the Chief Estimator, the Federal Preconstruction Lead will oversee the development of proposals for high-profile federal construction projects. This role involves managing RFPs, coordinating design efforts, leading meetings, and ensuring compliance with federal regulations.
Responsibilities:
- Review and manage Request for Proposal (RFP) documents
- Distribute RFPs internally and prepare project information summaries
- Assign scopes of work to estimators and manage Q&A with project owners
- Coordinate and attend pre-bid site visits
- Oversee preliminary design development with design partners
- Lead internal and external meetings
- Coordinate with corporate departments for insurance, bonding, and tax documentation
- Manage bid bond execution and compliance
- Evaluate subcontractor/vendor proposals with estimators
- Prepare and review solicitation formats, bid analyses, and vendor lists
- Support small business compliance documentation
- Assist in pricing general requirements and major scopes
- Collaborate with schedulers to develop project timelines
- Ensure adherence to RFP and Federal Acquisition Regulations (FAR)
- Prepare price proposals for management review
- Transition awarded projects to operations, including procurement support
- Develop cost codes, schedules of values, and budget breakdowns
Skills & Qualifications:
- Ability to work independently and collaboratively across teams
- Strong understanding of construction documents and potential issues
- Excellent written and verbal communication skills
- Ability to manage multiple projects simultaneously
- Strong organizational and analytical abilities
- Proficiency in Microsoft Excel and Word
- Experience with On-Screen Takeoff or similar software
- Familiarity with estimating software (Sage Estimating preferred)
Experience:
- Minimum of 10 years in the construction industry with a focus on estimating
- At least 3 years of continuous service at one company
- Proven experience leading project estimates and proposals
- Experience with fixed-price, design-build, or self-perform estimating preferred
- Government project experience is a plus
- Experience mentoring junior staff is beneficial
