Project Controls Manager
A well-established consulting and engineering firm is seeking a Program Controls Lead to oversee support functions across multiple large-scale transportation initiatives. This role involves strategic oversight of planning, budgeting, scheduling, and risk management activities for complex infrastructure programs.
Core Responsibilities
- Design and implement control frameworks and procedures for high-value infrastructure programs.
- Refine and standardize project delivery processes.
- Manage staffing and resource allocation for consultant teams.
- Guide technical specialists in key areas:
- Timeline Planning: Develop and maintain integrated schedules using tools like Primavera.
- Financial Oversight: Monitor budgets, forecast expenditures, and support cost strategy development.
- Risk Strategy: Identify and address potential risks and opportunities.
- Performance Reporting: Deliver timely updates and insights to stakeholders.
- Lead efforts in cost tracking, change documentation, earned value analysis, and schedule optimization.
- Collaborate with cross-functional teams including engineering, procurement, and finance.
- Audit and validate project data, including cost and schedule metrics.
- Establish performance indicators and dashboards to track progress and implement corrective actions.
- Monitor contract deliverables and budget adherence.
Required Background
- At least 10 years of experience in project controls within transportation or infrastructure sectors.
- Minimum of 3 years in a supervisory or leadership capacity.
- Strong command of project delivery and control methodologies.
- Strategic mindset with practical leadership skills.
- Excellent communication and coordination abilities.
- Familiarity with transportation-related policy and operational practices.
- Proven ability to manage multiple concurrent initiatives.
Preferred Qualifications
- Experience with federally funded programs (e.g., FTA, FRA, FHWA).
- Proficiency in scheduling and estimating software (e.g., Primavera, HeavyBid, TILOS).
- Working knowledge of data visualization tools such as Power BI.
