Project Controls Manager

A well-established consulting and engineering firm is seeking a Program Controls Lead to oversee support functions across multiple large-scale transportation initiatives. This role involves strategic oversight of planning, budgeting, scheduling, and risk management activities for complex infrastructure programs.

Core Responsibilities

  • Design and implement control frameworks and procedures for high-value infrastructure programs.
  • Refine and standardize project delivery processes.
  • Manage staffing and resource allocation for consultant teams.
  • Guide technical specialists in key areas:
  • Timeline Planning: Develop and maintain integrated schedules using tools like Primavera.
  • Financial Oversight: Monitor budgets, forecast expenditures, and support cost strategy development.
  • Risk Strategy: Identify and address potential risks and opportunities.
  • Performance Reporting: Deliver timely updates and insights to stakeholders.
  • Lead efforts in cost tracking, change documentation, earned value analysis, and schedule optimization.
  • Collaborate with cross-functional teams including engineering, procurement, and finance.
  • Audit and validate project data, including cost and schedule metrics.
  • Establish performance indicators and dashboards to track progress and implement corrective actions.
  • Monitor contract deliverables and budget adherence.

Required Background

  • At least 10 years of experience in project controls within transportation or infrastructure sectors.
  • Minimum of 3 years in a supervisory or leadership capacity.
  • Strong command of project delivery and control methodologies.
  • Strategic mindset with practical leadership skills.
  • Excellent communication and coordination abilities.
  • Familiarity with transportation-related policy and operational practices.
  • Proven ability to manage multiple concurrent initiatives.

Preferred Qualifications

  • Experience with federally funded programs (e.g., FTA, FRA, FHWA).
  • Proficiency in scheduling and estimating software (e.g., Primavera, HeavyBid, TILOS).
  • Working knowledge of data visualization tools such as Power BI.
