Project Manager - Heavy Civil Construction
Location: Gresham, OR
Salary: $135,000 - $225,000 depending on experience + Bonus + Full Benefits
A leading heavy civil general contractor with a strong presence across the Pacific Northwest is seeking an experienced Project Manager to oversee complex infrastructure projects in the greater Portland area. This role offers the opportunity to lead high-value work across water/wastewater treatment, large-diameter pipelines, and civil infrastructure projects.

Key Responsibilities
- Lead all aspects of project execution from preconstruction through closeout
- Manage budgets, schedules, and overall project financial performance
- Oversee subcontractor procurement, negotiation, and management
- Serve as the primary point of contact for clients, engineers, and stakeholders
- Coordinate closely with Superintendents to ensure field operations stay on track
- Identify and mitigate project risks while maintaining quality and safety standards
- Review and manage RFIs, submittals, change orders, and contract documents
Experience Needed
- 8-15+ years of experience in heavy civil construction
- Proven track record managing projects such as:
- Water and wastewater treatment plants
- Pump stations or industrial process facilities
- Large-diameter pipeline or underground utility projects
- Experience managing projects with values ranging from $20M to $100M+
- Strong background working with public agencies or municipal clients
- Experience with self-perform scopes and complex project sequencing preferred
Qualifications
- Bachelor's degree in Civil Engineering, Construction Management, or related field
- Demonstrated ability to lead project teams and manage multiple stakeholders
- Strong financial acumen with experience budgeting, forecasting, and cost control
- Proficient with construction management software (e.g., Procore, Bluebeam, or similar)
- Ability to read and interpret plans, specifications, and contract documents
- Excellent communication and leadership skills
- PE license or advanced certifications are a plus but not required
