We are seeking a dynamic and results-driven Senior Highway Project Manager with a strong background in business development and extensive experience managing transportation infrastructure projects in both the public and private sectors. This leadership role will be instrumental in expanding our market presence across Texas, cultivating client relationships, and delivering high-impact highway projects that meet regulatory, budgetary, and performance standards.


Key Responsibilities:

Project Leadership & Delivery

  • Lead the planning, design, and execution of complex highway and roadway projects.
  • Oversee project scope, schedule, budget, and quality assurance across multiple locations.
  • Ensure compliance with TxDOT, FHWA, and local agency standards.
  • Manage multidisciplinary teams and subcontractors to ensure successful project outcomes.

Business Development & Client Engagement

  • Identify and pursue new business opportunities with public agencies (e.g., TxDOT, municipalities) and private sector clients.
  • Lead proposal development, presentations, and contract negotiations.
  • Build and maintain strong client relationships to foster repeat business and long-term partnerships.
  • Collaborate with marketing and executive leadership to develop strategic growth plans.

Strategic & Operational Oversight

  • Provide technical guidance and mentorship to junior staff.
  • Monitor market trends and regulatory changes to inform business strategy.
  • Support alternative delivery methods including design-build and public-private partnerships (P3).
  • Represent the firm at industry events, conferences, and professional associations.

Qualifications:

  • Bachelor's degree in Civil Engineering or related field (Master's preferred).
  • Licensed Professional Engineer (PE) in Texas.
  • Minimum of 10 years of experience in highway/transportation project management.
  • Proven track record in business development and client relationship management.
  • Deep understanding of TxDOT standards and procurement processes.
  • Experience working with both public agencies and private developers.
  • Strong leadership, communication, and negotiation skills.
  • Willingness to travel between Dallas, Austin, and Houston as needed.

Preferred Skills:

  • Experience with design-build, CMAR, and P3 delivery models.
  • Familiarity with environmental permitting, ROW acquisition, and utility coordination.
  • Proficiency in project management tools (e.g., MS Project, Primavera).
  • Active involvement in industry organizations (e.g., ASCE, ACEC, APA).
