About the Opportunity

We are seeking an experienced Water Infrastructure Program Lead to manage and deliver complex water and wastewater capital programs across Southern California. This role is ideal for a senior leader who excels at guiding multi‑project programs, coordinating teams, and supporting public agency clients through major infrastructure initiatives.

You will oversee planning, design, and delivery efforts, support alternative delivery models, and ensure program objectives are achieved across multiple concurrent projects.

Key Responsibilities

  • Lead major water and wastewater infrastructure programs, from early planning through design and implementation.
  • Serve as the primary point of contact for program delivery strategy, schedule, coordination, and performance.
  • Manage multidisciplinary teams, subconsultants, and contractors across diverse project scopes.
  • Develop and manage program controls, including budgets, forecasting, progress tracking, and reporting.
  • Support or lead alternative delivery procurement processes, including design‑build and progressive design‑build.
  • Collaborate with public agencies to monitor progress, manage risks, and address program needs.
  • Facilitate efficient communication between stakeholders, internal teams, and leadership groups.
  • Mentor project managers and contribute to strong program‑delivery practices across the team.

Qualifications

  • Bachelor's degree in Civil, Environmental, Chemical Engineering, Construction Management, or related field.
  • 10-15+ years of experience in water/wastewater infrastructure, program management, or capital project delivery roles.
  • Experience with alternative delivery models such as design‑build, progressive design‑build, or CMAR.
  • Strong understanding of municipal water and wastewater systems, treatment facilities, or pipeline programs.
  • Proven experience managing budgets, schedules, risks, and multi‑project coordination.
  • Strong leadership, communication, and client‑facing skills.
  • PE preferred, PMP required.
