A nationally recognized engineering and construction consulting organization is seeking a Construction Program Manager to lead the delivery of large-scale municipal water and wastewater capital improvement programs throughout the Greater New Orleans area. This is a senior leadership opportunity for professionals who excel at managing complex infrastructure projects, coordinating multidisciplinary teams, and serving as a trusted advisor to public-sector clients.

The successful candidate will oversee the planning, design coordination, procurement, construction, and execution of major infrastructure initiatives, including treatment plant upgrades, pump stations, lift stations, collection systems, force mains, and related utility improvements.

Key Responsibilities

  • Lead the successful delivery of water and wastewater capital improvement programs from planning through construction and project closeout.
  • Manage multiple projects simultaneously while overseeing project managers, consultants, contractors, and construction management teams.
  • Serve as the primary point of contact for municipal clients, utility authorities, and key project stakeholders.
  • Develop and maintain program budgets, schedules, forecasts, and risk management plans.
  • Provide executive-level reporting and project updates to clients and senior leadership.
  • Oversee procurement strategies, contract administration, change management, and construction execution.
  • Ensure compliance with safety, quality, environmental, and regulatory requirements.
  • Foster collaboration among engineering, construction, operations, and maintenance teams to achieve project objectives.
  • Drive successful delivery of critical water and wastewater infrastructure projects while maintaining client satisfaction and project performance.

Qualifications

  • Bachelor's degree in Engineering, Construction Management, or a related field.
  • 10+ years of experience managing water/wastewater infrastructure projects, capital improvement programs, or large public works projects.
  • Demonstrated experience leading multidisciplinary teams and overseeing complex project delivery.
  • Strong understanding of project controls, scheduling, budgeting, contract administration, and construction management.
  • Experience with wastewater treatment facilities, water treatment plants, pump stations, lift stations, force mains, collection systems, and utility infrastructure.
  • Excellent communication, leadership, and stakeholder management skills.
  • Ability to build and maintain strong relationships with municipal clients and project partners.
  • Professional Engineer (PE) license preferred but not required.
