Senior Traffic Engineer
Minimum Qualifications
Educational Background: A four-year degree from an accredited institution in Civil Engineering, Transportation Engineering, or a closely related technical discipline is required. This foundational education should provide a strong understanding of engineering principles, transportation systems, and infrastructure planning.
Professional Experience: Candidates must have a minimum of six years of progressively responsible experience in traffic or transportation engineering. This should include direct involvement in the planning, analysis, and design of transportation systems, traffic operations, and mobility solutions. Experience should demonstrate the ability to manage complex projects, work collaboratively with multidisciplinary teams, and deliver high-quality technical work.
Technical Expertise in VMT and TDM: Applicants should have demonstrated experience conducting Vehicle Miles Traveled (VMT) impact assessments in accordance with current regulatory frameworks, including SB 743. Familiarity with Transportation Demand Management (TDM) strategies is essential, including the ability to develop and evaluate measures that reduce single-occupancy vehicle trips and promote sustainable transportation alternatives.
Regulatory Knowledge: A thorough understanding of the California Environmental Quality Act (CEQA) is required, particularly as it relates to transportation impact analysis. Candidates should be well-versed in the implementation of Senate Bill 743 (SB 743), including the transition from Level of Service (LOS) to VMT-based metrics. Familiarity with regional transportation policies and planning documents, such as Sustainable Communities Strategies (SCS), Regional Transportation Plans (RTPs), and local General Plans, is highly desirable.
Software Proficiency: Strong working knowledge of traffic engineering and transportation planning software is essential. This includes tools such as Synchro for signal timing and intersection analysis, Vistro for traffic impact studies and trip generation modeling, and Highway Capacity Software (HCS) for evaluating roadway and intersection capacity. Experience with GIS platforms, travel demand modeling software, and data visualization tools is a plus.
Preferred Qualifications
Professional Licensure: Possession of a valid Professional Engineer (PE) license or Traffic Engineer (TE) license issued by the State of California is highly preferred. This credential demonstrates a high level of technical competence, ethical standards, and commitment to the engineering profession.
Advanced Education: A master's degree in Transportation Engineering, Urban Planning, Civil Engineering, or a closely related field is desirable. Graduate-level coursework or research should reflect a focus on transportation systems, mobility planning, traffic operations, or policy analysis.
Interagency Coordination Experience: Ideal candidates will have experience working directly with public agencies, including city and county governments, Metropolitan Planning Organizations (MPOs), and state Departments of Transportation (DOTs). This includes participation in stakeholder meetings, coordination of project reviews, and contribution to regional planning efforts. Familiarity with Caltrans processes and standards is a strong asset.
Communication Skills: Exceptional written and verbal communication skills are essential. Candidates should be capable of preparing clear, concise, and technically sound reports, memos, and presentations for both technical and non-technical audiences. The ability to communicate complex transportation concepts to clients, stakeholders, and the public is critical to success in this role.
