Job Title: Director of Preconstruction - Heavy Civil & Coal Ash Remediation
Location: Birmingham, AL (hybrid work schedule and relocation assistance available)
Salary: $150,000 - $250,000, commensurate with experience

As they continue to expand our operations, they are seeking a talented and experienced Director of Preconstruction to lead our efforts in planning and executing coal ash remediation projects.
Position Overview:
As the Director of Preconstruction, you will play a pivotal role in leading the preconstruction phase of our coal ash remediation projects. You will be responsible for overseeing the planning, estimating, scheduling, and procurement activities to ensure the successful execution of projects from conception to construction. This role requires a strategic thinker with proven leadership skills, a deep understanding of environmental regulations, and a passion for delivering high-quality solutions that mitigate the impact of coal ash on the environment.
Key Responsibilities:
- Lead the preconstruction phase of coal ash remediation projects, including site assessment, feasibility studies, and development of remediation strategies.
- Collaborate with internal teams, engineers, regulators, and clients to develop comprehensive project plans and budgets that meet regulatory requirements and client objectives.
- Conduct thorough site investigations to assess environmental risks, evaluate remediation options, and develop cost-effective solutions.
- Prepare accurate and detailed cost estimates, schedules, and proposals for coal ash remediation projects, ensuring alignment with project goals and objectives.
- Oversee the procurement process, including subcontractor selection, bid evaluation, and contract negotiation, to secure the necessary resources for project execution.
- Provide leadership and guidance to the preconstruction team, ensuring adherence to quality standards, safety protocols, and project timelines.
- Stay abreast of industry trends, regulatory updates, and emerging technologies related to coal ash management and remediation, and integrate best practices into project planning and execution.
Qualifications:
- Bachelor's degree in engineering, environmental science, construction management, or related field; advanced degree preferred.
- Minimum of 10 years of experience in heavy civil construction and/or environmental remediation, with a focus on coal ash management projects.
- Proven track record of successfully leading preconstruction efforts for large-scale environmental remediation projects, including coal ash disposal, landfill closure, and site restoration.
- In-depth knowledge of environmental regulations, including CCR Rule, RCRA, CERCLA, and state-specific requirements governing coal ash remediation.
- Strong analytical and problem-solving skills, with the ability to assess complex environmental challenges and develop practical solutions.
- Excellent communication and interpersonal skills, with the ability to effectively collaborate with internal teams, clients, regulators, and stakeholders.
- Proficiency in project management software, cost estimation tools, and scheduling software.
- Professional certifications such as PMP, PE, or CHMM are a plus.
