Overview
A growing federal construction contractor is seeking a Quality Control Program Manager to provide company-wide leadership for quality management across a portfolio of federal projects. This position serves as the organization's subject matter expert for construction quality control, overseeing quality standards, supporting project teams, mentoring Quality Control Managers, and driving continuous improvement efforts across multiple projects.
This is a strategic leadership role focused on strengthening and standardizing an established quality program while ensuring consistent execution across the company's federal construction portfolio.
Key Responsibilities
Program Leadership
- Lead and continuously improve the corporate quality control program, quality management plans, and standard operating procedures.
- Serve as the company's primary subject matter expert on the USACE Three-Phase Quality Control process.
- Analyze quality trends, deficiencies, non-conformances, and rework data to identify opportunities for improvement.
- Develop corrective and preventive actions and implement lessons learned across projects.
- Standardize quality planning and execution from project award through final acceptance.
Team Leadership
- Lead, mentor, and support multiple Quality Control Managers and quality specialists assigned across active projects.
- Participate in recruiting, hiring, onboarding, training, performance management, and career development activities.
- Coordinate staffing assignments based on project needs, complexity, and employee development goals.
- Support certification tracking and professional development initiatives for quality personnel.
Project Oversight
- Review and support implementation of project-specific Construction Quality Control Plans.
- Monitor quality documentation, daily reports, inspections, testing logs, submittal registers, deficiency tracking, and closeout documentation.
- Ensure compliance with contract requirements and government quality standards.
- Support resolution of non-conformance issues and quality-related challenges.
- Serve as a resource to project teams and government stakeholders throughout project execution.
- Exercise stop-work authority when required to maintain contract compliance.
Project Delivery Integration
- Collaborate closely with operations, field leadership, safety, and project management teams.
- Participate in preconstruction planning, constructability reviews, and design-build reviews when applicable.
- Support proposal efforts through quality narratives, staffing plans, and quality management planning.
- Assist with quality staffing forecasts tied to project backlog and upcoming opportunities.
Required Qualifications
- Bachelor's degree in Construction Management, Engineering, or a related field, or equivalent industry experience.
- Minimum of 10 years of construction experience.
- At least 5 years of quality control leadership experience on federal construction projects.
- Strong understanding of:
- USACE Three-Phase Quality Control
- Construction Quality Control Plan development and implementation
- Submittal management processes
- RMS 3.0
- Experience supervising and developing Quality Control Managers across multiple concurrent projects.
- Current USACE Construction Quality Management for Contractors (CQM-C) certification, or ability to obtain shortly after hire.
- Proficiency with Microsoft Office applications.
- Valid driver's license and ability to travel to project sites as needed.
Preferred Qualifications
- USACE project experience.
- Design-build construction experience.
- Experience supporting quality management during design phases.
- Knowledge of continuous improvement methodologies such as Lean, Kaizen, or similar systems.
- Experience with MILCON and Department of Defense construction projects.
- Experience working in active or occupied federal facilities.
