Position Overview
A top-tier national general contractor is seeking a Senior Project Manager - Federal Construction to lead the execution of large, complex federal construction projects. The initial assignment will be based in Panama City, Florida, with expectations to transition to additional federal projects in other U.S. locations upon completion.
This role is ideal for a seasoned construction professional with demonstrated experience managing large-scale projects for federal agencies while working within structured, performance-driven environments typical of major construction firms.
Key Responsibilities
- Provide full life-cycle leadership of federal construction projects from preconstruction through closeout
- Serve as the primary point of contact with federal clients, contracting officers, inspectors, designers, and internal executive leadership
- Oversee project teams including Project Managers, Superintendents, Engineers, and support staff
- Maintain strict compliance with federal contract requirements, including:
- FAR / DFARS regulations
- Safety, quality, and security protocols
- Federal reporting, documentation, and audit standards
- Manage projectfinancials including:
- Budgets and forecasts
- Cost controls and cash flow
- Change management and claims mitigation
- Drive schedule performance using CPM and other scheduling tools
- Ensure subcontractor and vendor performance aligns with safety, quality, and schedule expectations
- Lead risk management, constructability reviews, and value engineering efforts
- Support business unit leadership with staffing, project transition planning, and future pursuit strategy
Project Profile
- Project Sizes: Typically $50M-$300M+, with some programs exceeding these values
- Markets: Federal (DoD, USACE, NAVFAC, AFCEC, GSA, DHS, and similar agencies)
- Delivery Methods: Design-Build, CM-at-Risk, Design-Bid-Build, MATOC
Qualifications
- Bachelor's degree in Construction Management, Engineering, Architecture, or related field (required)
- 10+ years of progressive construction management experience, with at least:
- 5+ years managing large-scale federal construction projects
- Experience at a large or top-tier general contractor (ENR-ranked or equivalent)
- Proven ability to manage complex projects with high dollar values, rigorous compliance requirements, and multiple stakeholders
- Strong understanding of federal contracting procedures, schedules of values, and cost controls
- Excellent leadership, communication, and negotiation skills
- Proficiency with construction management software (e.g., Procore, Primavera P6, CMiC, or similar)
- Ability and willingness to travel and relocate between project assignments nationwide
- OSHA 30 certification required (or ability to obtain)
- Active security clearance or ability to obtain one strongly preferred
