The Opportunity

Key Responsibilities

Department & Team Leadership

• Lead and support Project Managers, Engineers, and Designers across the civil engineering group.
• Establish clear expectations for technical quality, project execution, accountability, and collaboration.
• Mentor staff and help develop both technical expertise and project-management capabilities.
• Align staffing and workload with current commitments, backlog, and future opportunities.
• Help establish departmental priorities that support broader business objectives.

Technical & Project Leadership

• Provide senior-level technical oversight as a Professional Engineer across civil engineering assignments.
• Direct land development and public infrastructure work through planning, entitlement, design, permitting, bidding, and construction.
• Provide technical guidance involving site development, grading, drainage, stormwater, utilities, roadways, and associated infrastructure.
• Perform quality and constructability reviews on work led by other project managers.
• Maintain consistent standards for technical quality, schedules, budgets, and client service.
• Support permitting, agency coordination, specifications, and construction-phase activities.

Financial & Operational Management

• Take responsibility for project and department financial performance.
• Manage department budgets, staffing requirements, backlog, and utilization.
• Monitor billing, receivables, scope, and project margins.
• Evaluate prospective work and participate in go/no-go decisions.
• Allocate projects and resources with consideration for staff capacity, technical expertise, client requirements, and financial objectives.
• Identify scope changes and help Project Managers address them appropriately.

Clients & Business Development

• Maintain productive relationships with public agencies, municipalities, developers, review authorities, consultants, and teaming partners.
• Strengthen existing client relationships while helping develop new public- and private-sector opportunities.
• Contribute to pursuit strategy, proposal development, project scoping, fee discussions, interviews, and contract negotiations.
• Represent the civil practice confidently in technical, client, and business-development settings.

Qualifications

• Colorado Professional Engineer license, or the ability to obtain Colorado licensure promptly.
• 10+ years of relevant civil engineering experience.
• At least 5 years of Project Management experience.
• Extensive experience with land development, including due diligence, entitlement, site planning, grading, drainage, stormwater management, utilities, roadway improvements, and construction support.
• Significant experience delivering work for cities, municipalities, counties, special districts, or comparable public agencies.
• Strong knowledge of municipal requirements, permitting and review processes, public procurement, stakeholder coordination, and agency relationships.
• Experience taking both public infrastructure and private development projects through design, approvals, bidding, and construction.
• Proficiency with AutoCAD Civil 3D and familiarity with commonly used civil design, hydrology/drainage, and project-management tools.
• Demonstrated experience managing project profitability and broader departmental financial performance.
• Experience supervising and developing engineers and designers at multiple career levels.
• Working knowledge of budgeting, resource planning, backlog, utilization, scope management, staffing, and change management.
• Strong engineering judgment and the ability to operate as a senior technical leader.
• Effective client-development and relationship-management skills.
• Clear communication and the ability to coordinate technical teams, clients, agencies, and other stakeholders.
