Senior Project Manager - Water/Wastewater

Location: Phoenix, AZ

Position Overview

We are seeking an experienced Senior Project Manager to join our growing Water/Wastewater practice in Phoenix, Arizona. This individual will play a key leadership role in managing complex municipal infrastructure projects, strengthening client relationships, driving business development efforts, and mentoring engineering teams.

The ideal candidate will have a proven track record of delivering water and wastewater projects for municipalities and utility clients while serving as a trusted advisor and strategic partner throughout the project lifecycle.

Key Responsibilities

Project Leadership

  • Lead the planning, design, and delivery of water and wastewater infrastructure projects from concept through construction.
  • Manage project scope, schedules, budgets, staffing, and overall project financial performance.
  • Oversee multidisciplinary teams consisting of civil, environmental, mechanical, electrical, and structural engineers.
  • Ensure projects are delivered on time, within budget, and to the highest quality standards.
  • Serve as the primary point of contact for clients and project stakeholders.

Client Management & Business Development

  • Develop and maintain strong relationships with municipalities, water districts, utility agencies, and private-sector clients.
  • Identify opportunities for repeat business and strategic growth within existing accounts.
  • Lead proposal efforts, project pursuits, interviews, and contract negotiations.
  • Support annual business planning and revenue growth initiatives.
  • Represent the firm at industry conferences, professional organizations, and networking events.

Technical Oversight

  • Provide senior-level review of engineering reports, plans, specifications, studies, and technical deliverables.
  • Guide project teams through planning, regulatory approvals, design, bidding, and construction phases.
  • Support technical problem-solving and risk management on complex infrastructure projects.
  • Ensure compliance with local, state, and federal regulations.

Team Development

  • Mentor and develop project engineers, EITs, and junior project managers.
  • Assist with recruiting, staff growth, and succession planning initiatives.
  • Foster a collaborative, high-performance culture focused on technical excellence and client service.
  • Provide coaching on project delivery, client management, and leadership development.

Qualifications

  • Bachelor's degree in Civil Engineering, Environmental Engineering, or a related discipline.
  • Professional Engineer (PE) license required.
  • 10+ years of experience in water and wastewater engineering consulting.
  • Demonstrated experience managing municipal infrastructure projects and project teams.
  • Strong understanding of water treatment, wastewater treatment, conveyance systems, pump stations, lift stations, and utility infrastructure.
  • Proven experience managing project financials, contracts, and client relationships.
  • Excellent leadership, communication, and presentation skills.

Preferred Qualifications

  • Existing relationships with Arizona municipalities and utility agencies.
  • Experience managing large capital improvement programs (CIPs).
  • Design-build or alternative delivery experience.
  • Experience leading proposal efforts and winning new work.
  • Previous supervision or management of engineering teams.
  • Master's degree in Engineering or related discipline.
