Senior Project Manager - Water/Wastewater

Position Overview
We are seeking an experienced Senior Project Manager to join our growing Water/Wastewater practice in Phoenix, Arizona. This individual will play a key leadership role in managing complex municipal infrastructure projects, strengthening client relationships, driving business development efforts, and mentoring engineering teams.
The ideal candidate will have a proven track record of delivering water and wastewater projects for municipalities and utility clients while serving as a trusted advisor and strategic partner throughout the project lifecycle.
Key Responsibilities
Project Leadership
- Lead the planning, design, and delivery of water and wastewater infrastructure projects from concept through construction.
- Manage project scope, schedules, budgets, staffing, and overall project financial performance.
- Oversee multidisciplinary teams consisting of civil, environmental, mechanical, electrical, and structural engineers.
- Ensure projects are delivered on time, within budget, and to the highest quality standards.
- Serve as the primary point of contact for clients and project stakeholders.
Client Management & Business Development
- Develop and maintain strong relationships with municipalities, water districts, utility agencies, and private-sector clients.
- Identify opportunities for repeat business and strategic growth within existing accounts.
- Lead proposal efforts, project pursuits, interviews, and contract negotiations.
- Support annual business planning and revenue growth initiatives.
- Represent the firm at industry conferences, professional organizations, and networking events.
Technical Oversight
- Provide senior-level review of engineering reports, plans, specifications, studies, and technical deliverables.
- Guide project teams through planning, regulatory approvals, design, bidding, and construction phases.
- Support technical problem-solving and risk management on complex infrastructure projects.
- Ensure compliance with local, state, and federal regulations.
Team Development
- Mentor and develop project engineers, EITs, and junior project managers.
- Assist with recruiting, staff growth, and succession planning initiatives.
- Foster a collaborative, high-performance culture focused on technical excellence and client service.
- Provide coaching on project delivery, client management, and leadership development.
Qualifications
- Bachelor's degree in Civil Engineering, Environmental Engineering, or a related discipline.
- Professional Engineer (PE) license required.
- 10+ years of experience in water and wastewater engineering consulting.
- Demonstrated experience managing municipal infrastructure projects and project teams.
- Strong understanding of water treatment, wastewater treatment, conveyance systems, pump stations, lift stations, and utility infrastructure.
- Proven experience managing project financials, contracts, and client relationships.
- Excellent leadership, communication, and presentation skills.
Preferred Qualifications
- Existing relationships with Arizona municipalities and utility agencies.
- Experience managing large capital improvement programs (CIPs).
- Design-build or alternative delivery experience.
- Experience leading proposal efforts and winning new work.
- Previous supervision or management of engineering teams.
- Master's degree in Engineering or related discipline.
