Position Overview:
A growing consulting firm is seeking an experienced Project Manager MS4 Stormwater Compliance to lead and expand its municipal stormwater compliance practice throughout New England. This role is responsible for managing MS4 permit implementation programs, supporting municipal clients in meeting regulatory requirements, overseeing multidisciplinary project teams, and guiding compliance strategies related to stormwater management. The position combines technical leadership, project management, client relationship management, and business development responsibilities.
Key Responsibilities:
- Manage all aspects of MS4 stormwater programs for municipal clients, including scope, schedule, budget, and quality control.
- Lead the preparation and implementation of MS4 Stormwater Management Plans (SWMPs) and Annual Reports.
- Oversee development of compliance documentation, including Notice of Intent (NOI) filings, permit renewals, IDDE programs, and outfall mapping and inspections.
- Coordinate multidisciplinary teams consisting of engineers, GIS professionals, environmental scientists, and field staff.
- Ensure project deliverables comply with MassDEP, EPA, and local regulatory requirements.
- Provide technical oversight for BMP design and evaluation, TMDL compliance strategies, and water quality monitoring and reporting.
- Stay current with evolving MS4 regulations, particularly the Massachusetts Small MS4 General Permit.
- Mentor engineering staff by providing technical guidance, reviewing work products, and supporting professional development.
- Build and maintain strong client relationships while serving as a trusted advisor throughout project delivery.
- Lead project meetings with clients, regulatory agencies, stakeholders, and project teams.
- Negotiate contracts, develop scopes of work, and manage project financial performance.
- Support business development initiatives, including proposal preparation, client engagement, and pursuit of new wastewater treatment opportunities.
- Stay informed on emerging stormwater technologies and regulatory trends.
- Represent the organization in industry forums and professional associations.
Qualifications:
- Bachelor's degree in Civil Engineering or Environmental Engineering.
- 15+ years of engineering experience in water resources and/or stormwater projects.
- Project management experience.
- Knowledge of and experience with MS4 permits, particularly the Massachusetts MS4 General Permit.
- Experience with EPA and MassDEP stormwater regulations.
- Experience with IDDE programs, SWMP development, and stormwater program management.
- Strong background in environmental engineering and hydrologic and hydraulic modeling software.
- Strong technical writing skills and ability to prepare formal reports.
- Strong leadership and organizational skills.
- Ability to collect field data, perform asset inspections, and conduct infrastructure assessments for water, wastewater, roadway, and utility assets.
Preferred Experience/Skills:
- Professional Engineer (PE) license.
- Proficiency with AutoCAD, Civil3D, HydroCAD, and ArcGIS Pro.
- Massachusetts Soil Evaluator Certification.
- OSHA certifications, including OSHA 10-Construction.
- Strong municipal stormwater management and regulatory compliance experience.
