Construction Quality Control Manager / Site Safety & Health Officer | Pensacola, FL

A federal construction contractor is seeking a qualified Quality Control Manager / Site Safety & Health Officer (QCM/SSHO) for a healthcare renovation project at a military installation in Pensacola, Florida.

The ideal candidate will have at least 5 years of USACE experience, 10+ years of construction industry experience, and the ability to obtain access to secure government installations. Previous federal construction experience is required.

Position Summary

This role is responsible for overseeing both the project's Quality Control Program and Site Safety Program, ensuring compliance with contract requirements, EM 385 standards, OSHA regulations, and project-specific quality standards. The QCM/SSHO will lead the three phases of quality control, manage project documentation, conduct inspections and meetings, and serve as the primary point of contact for quality and safety matters.

Key Responsibilities

• Manage and implement the three phases of quality control and submittal processes.
• Prepare and maintain work plans, submittals, testing documentation, and project closeout packages.
• Lead weekly QC meetings and maintain meeting records.
• Coordinate testing, inspections, and commissioning activities.
• Verify materials comply with approved submittals and project specifications.
• Conduct preparatory, initial, and follow-up inspections for definable features of work.
• Maintain inspection logs and ensure all required code and third-party inspections are completed.
• Serve as the primary liaison for safety-related matters with project stakeholders.
• Review shop drawings and submittals for compliance with contract requirements.
• Ensure compliance with EM 385, OSHA, and site-specific safety programs.
• Identify, document, and mitigate safety hazards.
• Develop and enforce safety and health plans, including infection control requirements.
• Complete all required safety documentation, reports, and incident investigations.
• Support field operations and assist project leadership as needed.
• Ensure subcontractor compliance with all quality, safety, and infection control requirements.

Qualifications

• Bachelor's degree in Construction Management or related field preferred, or equivalent construction safety experience.
• Minimum 5 years of experience in a Quality Control, Safety, or related role for a General Contractor.
• Experience on federal and/or military construction projects required.
• Medical facility construction experience strongly preferred.
• Current CQM Certification required.
• Strong understanding of USACE quality control procedures, RMS, and submittal management.
• Thorough knowledge of EM 385-1-1, OSHA requirements, and federal construction safety standards.
• OSHA 30 and EM 385 training required.
• Experience implementing infection control and risk mitigation procedures within healthcare environments.
• CPR and First Aid Certification preferred.
• Ability to travel as needed.
