Location

Hybrid position based in Texas (Arlington, Midland, or Houston) or remote within the Midwest, with significant travel requirements.

Position Overview

The Manager, Project Development - Thermal Generation will lead the development of utility-scale natural gas-fired power generation projects, including simple-cycle combustion turbines, combined-cycle facilities, reciprocating engine plants, and waste heat recovery systems.

This individual will be responsible for managing all phases of thermal generation project development, including site selection, permitting, environmental studies, interconnection activities, fuel supply coordination, development budgeting, scheduling, and project execution through construction handoff. The role requires close collaboration with engineering, construction, commercial, legal, finance, and external stakeholders throughout the project lifecycle.

Key Responsibilities

  • Support senior development leadership and internal stakeholders by providing expertise in thermal power generation project development.
  • Develop conceptual project plans, heat balance diagrams, fuel load estimates, and technical documentation to support project evaluation and customer proposals.
  • Develop and manage project schedules and development budgets.
  • Lead project meetings with internal and external stakeholders.
  • Manage contractual obligations and development-related project documentation.
  • Lead environmental and air permitting efforts, including regulatory agency coordination and public-facing activities when required.
  • Coordinate environmental, geotechnical, air quality, noise, water, fuel supply, and other required project studies.
  • Manage title work, surveys, and land-related due diligence activities.
  • Lead generation interconnection efforts through applicable utility, ISO, or RTO processes.
  • Coordinate with engineering teams on generation equipment selection, balance-of-plant design, emissions control systems, cooling systems, fuel infrastructure, and related facilities.
  • Support contractor selection and construction planning activities.
  • Coordinate permitting efforts necessary to advance projects into construction.
  • Transition fully developed and permitted projects to construction teams for execution.
  • Support project financing and lender due diligence activities.
  • Manage third-party consultants and project development resources.
  • Communicate project risks, opportunities, and recommendations to stakeholders across multiple organizational levels.
  • Support business development and project pipeline reporting activities.

Requirements

  • Minimum of 10 years of project development and/or project management experience within utility-scale power generation.
  • Direct experience with natural gas-fired generation assets, including combustion turbines, combined-cycle facilities, or reciprocating engine plants.
  • Bachelor's degree in Engineering, preferably Mechanical, Electrical, or Chemical Engineering.
  • Professional Engineer (PE) license or ability to obtain licensure is preferred.
  • Strong knowledge of thermal power generation technologies, fuel supply infrastructure, and power plant operations.
  • Experience working within ERCOT and/or other ISO/RTO markets and interconnection processes.
  • Strong understanding of thermal generation systems, including fuel handling, combustion systems, emissions controls, cooling systems, and auxiliary electrical systems.
  • Experience with environmental permitting, air permitting, fuel supply agreements, water rights, and generation interconnection activities is highly preferred.
  • Excellent organizational, communication, and presentation skills.
  • Ability to work independently and manage multiple priorities simultaneously.
  • Experience collaborating within cross-functional project development teams.
  • Strong stakeholder management and client-facing experience.
  • Ability to resolve conflicts and manage competing interests among project stakeholders.
  • Willingness to travel approximately 25%-50% as required.

Preferred Qualifications

  • Experience with combined heat and power (CHP) systems.
  • Experience with waste heat recovery projects.
  • Experience with hybrid thermal generation and energy storage configurations.
  • Experience with both front-of-the-meter and behind-the-meter generation projects.
  • Experience supporting industrial facilities, data centers, oil & gas operations, or other power-intensive customers.
