Role Overview
An established heavy civil contractor is seeking an experienced Project Manager to take ownership of complex civil and municipal infrastructure projects across Eastern New York.
This is a hands-on leadership position for someone who understands how heavy civil projects are built and can successfully manage both field execution and project financials. The work includes excavation, underground utilities, structural concrete, piping, equipment installation, and other technically demanding infrastructure scopes.
The successful candidate will manage projects from initial planning through final closeout, working closely with field leadership, clients, engineers, subcontractors, vendors, and craft teams.
Key Responsibilities
- Manage heavy civil projects from preconstruction through completion
- Serve as the primary contact for clients, engineers, subcontractors, and vendors
- Develop project budgets, schedules, procurement plans, and execution strategies
- Coordinate subcontractor buyout, material purchasing, equipment, and workforce requirements
- Oversee RFIs, submittals, change orders, notices, and project correspondence
- Work closely with Superintendents to manage safety, quality, production, and field challenges
- Prepare cost estimates for scope changes and negotiate change orders
- Develop and update project schedules, manpower forecasts, and equipment plans
- Review drawings, specifications, and contract documents to identify risks and requirements
- Support monthly billing, quantity tracking, cost forecasting, and project profitability
- Plan construction means, methods, sequencing, materials, and equipment needs
What They're Looking For
- 5+ years of project management experience in heavy civil, utility, or municipal construction
- Experience with excavation, underground utilities, concrete, piping, water/wastewater treatment, or process equipment
- Proven ability to lead Superintendents, subcontractors, vendors, and project teams
- Strong understanding of contracts, budgets, schedules, change orders, and cost controls
- Ability to read and interpret plans, specifications, submittals, and technical documents
- Knowledge of jobsite safety requirements and construction quality standards
- Strong leadership, communication, negotiation, and problem-solving skills
- Willingness to travel to regional project sites
Preferred Experience
- Water or wastewater treatment facilities, pump stations, or municipal infrastructure
- Unit-price contracts, quantity-based billing, and public-sector construction
- Hard-bid project environments
- Construction estimating and change-order pricing
- Microsoft Project, Excel, and construction management software
- Degree in Construction Management, Civil Engineering, or a related discipline
