Reporting directly to the Executive Team, the Estimating Director will be responsible for supporting US operations and managing the estimating team. This team is comprised of technical experts responsible for submitting high quality estimates for Project and Service clients. This role is responsible for ensuring estimating processes are as efficient and effective as possible while continuing to meet client needs. The incumbent provides the knowledge, skills, and experience required to lead the Estimating Department with the bid submission process, bid tracking, bid clarification and contract negotiations.
Responsibilities:
The day to day responsibilities of this role include, but are not limited to:
- Coordinate a team of estimators and schedulers in the preparation of commercial and technical documentation required for tender submissions to ensure all bids are completed and submitted on time
- Coordinate with the business development and operations teams to review bidding strategy, bidding opportunities, bid priority, and identification and assignment of bid deliverables to Forbes team members
- Take ownership of the bid submission process; review and approve all final bid packages and documents for bid submission including document review, editing, and formatting for quality, completeness and adherence to client bid requirements
- Establish and maintain tendering process and set up cost monitoring and reporting systems and procedures
- Liaising with Senior Management, clients, and subcontractors and internal stakeholders (HSE, Quality, Finance) to ensure preparation of highest quality, compliant bid submissions
- Work with VP's to create yearly objectives for Estimating Department
- Work with Estimating Team to achieve yearly objectives and identify areas for continuous improvement
- Review and identify new potential business opportunities or Request for Proposals (RFP's) for Senior Management consideration
- Accountable for the final review of all submitted bids including accuracy, completeness, ensuring technical requirements are met and final pricing is approved
- Accountable for assuring the on-time submission of highest quality, compliant bids with approved pricing
- Performance managing the Estimating Department personnel and procedures and making changes as needed in order to improve the "hit" rate of submitted bids
- Once awarded build a turnover package and work with Operations Director to pass on bid assumptions
Requirements:
- Degree, diploma, or certificate in construction, engineering, business, or a related field
- Minimum of eight (8) years' leadership experience and proven track record of estimating large, complex construction projects and competent understanding of the powerline industry (transmission, distribution, substation, underground), telecommunications industry, drilling services, utilities and infrastructure construction
- Certified Engineering Technologist (C.E.T.) designation from ASET is preferred
- Understanding of sub-scopes and what each sub-trade should include in its bid
- Mathematical proficiency and analytical skills necessary to produce labor, equipment, and material estimates
- Excellent time management and ability to multi-task with many projects running simultaneously
- Exceptional oral and written communication skills, with the ability to present and sell a cost plan to clients
- Have an understanding of the various competitive tender processes, direct award, public or private openings, and pricing scenarios
- Capable of producing accurate work under pressure, with the ability to respond appropriately in stressful situations with a calm and steady demeanor
- Able to read and interpret engineering drawings, client technical specifications, plan and profiles, blueprints and as-built
- Thorough understanding of Microsoft Office and estimating software (Hard Dollar)
- Working level capabilities using Primavera, MS Project, Viewpoint and Adobe applications
- Strong team leader with proven ability to set objectives, guide, support, and provide constructive feedback as required, holding team members and peers accountable
- Willingness to step in and do work as required while ensuring that the Shared Service Estimating Team is functional, has work assigned, and meets its deliverable dates

- Based on business needs, this position may require extended hours and possible weekend work to meet bid submission deadlines
