The Capital Delivery Division at the City Water Utility seeks a Senior Capital Projects Officer to oversee intricate and technically demanding projects and programs from initiation and design to fruition. This role involves crucial contributions to project proposals, scope definition, budgeting, inspection protocols, and standards development, along with the training and advancement of divisional personnel.
Responsibilities:
- Lead the development and execution of project and program objectives, policies, and priorities for the division in collaboration with utility leadership and partner divisions.
- Supervise and assess the effectiveness, efficiency, and consistency of construction inspection programs, methodologies, and procedures.
- Allocate, monitor, and oversee capital projects, including forecasting, allocation, and approval of necessary funds for personnel, equipment, materials, and supplies; authorize expenditures and make budgetary adjustments as required.
- Identify and explore innovative infrastructure solutions while offering administrative and technical support to the utility executive management team.
- Facilitate internal coordination, discussions, and consensus-building within the division and utility, as well as external engagement with other city departments and local entities.
- Propose and enforce policies and procedures concerning the coordination and facilitation of prominent water and wastewater projects and programs.
- Evaluate construction bids, cost estimates, and change orders, ensuring thorough preparation and review.
Requirement:
- BSc in Civil Engineering or relevant degree
- 5 years of experience in civil engineering - water utility.
- PE License in TX (if licensed in another state, it is required to register for TX license within 6 months of employment).
- Valid Driver's License
- Engineering experience in a large water utility.
