Proposal Manager / Proposal Engineer - Water & Wastewater

About Our Client

Our client is a global water technology and engineering company delivering advanced industrial water, wastewater, high-purity water, reuse and desalination solutions across Asia.

As the business continues to expand, it is looking for a Proposal Manager or Proposal Engineer to develop technically robust and commercially competitive solutions for complex water projects.

The Role

The position will manage or support proposals from initial customer enquiry through tender submission, clarification, negotiation and handover to the project-execution team.

The successful candidate will work closely with process engineering, procurement, sales, commercial and project-delivery teams to translate customer requirements into viable treatment solutions.

Key Responsibilities

  • Review RFQs, RFPs, specifications and tender documents
  • Identify scope requirements, technical risks, exclusions and clarifications
  • Develop preliminary process concepts and treatment solutions
  • Prepare or review PFDs, process calculations and equipment lists
  • Support equipment sizing and technology selection
  • Prepare technical and commercial proposal documentation
  • Obtain and evaluate vendor quotations
  • Develop cost estimates, pricing inputs and bills of quantities
  • Coordinate inputs from engineering, procurement, commercial and project teams
  • Manage proposal schedules, internal reviews and submission deadlines
  • Respond to client clarifications and support technical presentations
  • Review technical deviations, performance guarantees and contractual requirements
  • Support proposal negotiations and handover to the execution team after award

What We Are Looking For

  • Approximately 5-8 years of relevant experience in water or wastewater proposals, process engineering, applications engineering or tendering
  • Degree in Chemical, Environmental, Mechanical, Process or a related engineering discipline
  • Experience with industrial water and wastewater-treatment systems
  • Knowledge of technologies such as RO, UF, MBR, EDI, ion exchange, mixed-bed polishing, demineralisation, desalination or ZLD
  • Experience preparing technical proposals, process calculations and equipment selections
  • Familiarity with PFDs, P&IDs, vendor evaluation and cost estimation
  • Strong written communication and technical-documentation skills
  • Commercial awareness and the ability to balance technical performance with project cost
  • Ability to manage multiple proposal deadlines and coordinate cross-functional stakeholders
  • Semiconductor UPW, wastewater or reclaim experience would be advantageous
