Job Description
The role of this engineering position involves overseeing the implementation of water/wastewater capital projects across various stages, including engineering design, permitting, procurement, construction, and commissioning. This process primarily relies on the engagement of engineering consultants and construction contractors. The main objective of this role is to ensure the timely and cost-effective delivery of capital projects while adhering to budgetary and scheduling constraints.
Location: Corporate US office in north-central Phoenix.
Responsibilities:
- Manage water/wastewater capital projects from engineering design to commissioning.
- Develop project execution plans, including stakeholder identification and risk assessment.
- Select engineering consultants and construction contractors through bid solicitation and proposal review.
- Negotiate design and construction cost proposals.
- Administer engineering consultant and construction contracts.
- Coordinate design and construction activities with Engineering and Operations staff.
- Review technical documents prepared by engineering consultants.
- Provide project progress reports and spending forecasts.
- Liaise with regulatory agencies, utilities, and property owners for necessary approvals.
- Oversee construction activities and coordinate with inspectors.
- Complete close-out documentation for asset booking and capitalization.
- Provide technical guidance and advice to support Operations staff.
Requirements:
- Bachelor's Degree in Civil Engineering, Construction Management, or related field.
- Advanced Degree desired.
- Arizona Department of Environmental Quality (ADEQ) operator certifications are advantageous.
- Professional Engineer registration in Arizona preferred.
- Minimum 6 years of experience in civil engineering, project management, and water/wastewater infrastructure.
- Solid understanding of water/wastewater conveyance and treatment systems.
- Basic understanding of water/wastewater utility operations and economics.
- Excellent communication and interpersonal skills.
- Proficiency in Microsoft Office suite.
- Must be legally entitled to work in the United States and pass background and drug tests.
